If approved, state-wide abortions will be outlawed.<\/span><\/p>\n<p><span style=\"color:#000000;\">The resolution was passed on Friday and will appear on next year\u2019s ballot.<\/span><\/p>\n<p><span style=\"color:#000000;\">It will state:\u00a0<i>\u201cThe inalienable right to life of every human being at any stage of development must be recognized and defended.\u201d<\/i><\/span><\/p>\n<p><span style=\"color:#000000;\">North Dakota has recently passed several anti-abortion bills. Just last week, it adopted a law making abortion illegal once a fetal heartbeat, which develops as early as six weeks into a pregnancy, is detected.<\/span><\/p>\n<p><span style=\"color:#000000;\">Another outlaws abortions in case a fetus has a<\/span>\u00a0<span style=\"color:#0000ff;\"><a href=\"http:\/\/rt.com\/usa\/north-dakota-abortions-ban-bill-345\/\" target=\"_blank\"><span style=\"color:#0000ff;\">genetic defect<\/span><\/a><\/span><span style=\"color:#000000;\">, such as Down syndrome, making North Dakota the only state in the US to prohibit the procedure in such circumstances.<\/span><\/p>\n<p><span style=\"color:#000000;\">A third piece of legislation passed bans all abortions after 20 weeks of pregnancy and makes it mandatory for all doctors performing abortion to have admitting privileges at a local hospital.<\/span><\/p>\n<p><span style=\"color:#000000;\">The only law that failed to pass was the \u2018personhood\u2019 bill, which wanted to include that life begins at conception in the state\u2019s constitution, without requiring the public to vote on the issue.<\/span><\/p>\n<p><span style=\"color:#000000;\">Pro-choice activists criticize the new anti-abortion laws, arguing that they violate the US Supreme Court&#8217;s 1973 Roe v. Wade decision, which legalized abortions until the fetus is considered viable, at around 22-24 weeks into a pregnancy.<\/span><\/p>\n<figure id=\"attachment_17021\" aria-describedby=\"caption-attachment-17021\" style=\"width: 490px\" class=\"wp-caption aligncenter\"><a href=\"https:\/\/i0.wp.com\/redphoenixnews.com\/wp-content\/uploads\/2013\/03\/p-1.jpg\"><img data-recalc-dims=\"1\" decoding=\"async\" loading=\"lazy\" class=\"size-full wp-image-17021\" alt=\"AFP Photo\/Gent Shkullaku\" src=\"https:\/\/i0.wp.com\/redphoenixnews.com\/wp-content\/uploads\/2013\/03\/p-1.jpg?resize=490%2C323\" width=\"490\" height=\"323\" \/><\/a><figcaption id=\"caption-attachment-17021\" class=\"wp-caption-text\">AFP Photo\/Gent Shkullaku<\/figcaption><\/figure>\n<p><span style=\"color:#000000;\">However, Republican Senator Margaret Sitte, who introduced the \u2018personhood\u2019 resolution, pointed out that the main purpose of it is to\u00a0<i>\u201cbe a direct challenge to Roe v. Wade,\u201d<\/i>\u00a0she told AP. According to Sitte, the inspiration came from the heart and the language from Wikipedia.\u00a0<i>\u201cThere was no grandiose plan,\u201d<\/i>Sitte told AP.<\/span><\/p>\n<p><span style=\"color:#000000;\">Pro-life advocates also argue that they want to shut down Fargo \u2013 North Dakota\u2019s only abortion clinic.<\/span><\/p>\n<p><span style=\"color:#000000;\">Previously North Dakota\u2019s anti-abortion caucus was the one responsible for introducing bills aimed to limit the procedure, but it has recently disintegrated over disagreements about what approach to take, Democrat Tim Mathern told AP. The group was in favor of a more slow approach at trying to put an end to all abortions.<\/span><\/p>\n<p><span style=\"color:#000000;\">Without the caucus in charge, more extreme pro-life activists took up the torch and introduced bills written by out-of-state organizations or even the internet.<\/span><\/p>\n<p><span style=\"color:#000000;\"><i>&#8220;None of the bills originated in North Dakota. All the bills came from out of state, every single one of them,&#8221;<\/i>\u00a0said state advocacy counsel for the New York-based Center for Reproductive Rights Jordan Goldberg.<\/span><\/p>\n<p><span style=\"color:#000000;\">Republican Kathy Hawken argues that North Dakota\u2019s residents would prefer lawmakers to concentrate on other more pressing issues, such as taxes and education.<\/span><\/p>\n<p><span style=\"color:#000000;\"><i>\u201cThis is not coming from here, from the people of our state. It&#8217;s coming from out of state,\u201d<\/i>\u00a0she said.\u00a0<i>\u201cWe&#8217;re clearly not the brightest bulbs in the bunch if we take a legal medical procedure and try and make it illegal.\u201d<\/i><\/span><\/p>\n<p><span style=\"color:#000000;\">North Dakota\u2019s Governor Jack Dalrymple does not approve resolutions, but he does need to sign all the other anti-abortions bills.
