While these automatic across-the-board spending cuts are portrayed as nothing less than<\/span>\u00a0<span style=\"color:#0000ff\"><a href=\"http:\/\/www.google.com\/search?sourceid=mozclient&amp;ie=utf-8&amp;oe=utf-8&amp;q=Sequestration+draconian\"><span style=\"color:#0000ff\">draconian<\/span><\/a><\/span>\u00a0<span style=\"color:#000000\">by various lobbyists and their congressional sock puppets, in reality these are<\/span>\u00a0<span style=\"color:#0000ff\"><a href=\"http:\/\/www.creators.com\/opinion\/john-stossel\/sequester-not-even-a-cut.html\"><span style=\"color:#0000ff\">not even real cuts<\/span><\/a><\/span>\u00a0<span style=\"color:#000000\">as you and I understand them, but merely cuts in projected spending increases. Like<\/span>\u00a0<span style=\"color:#0000ff\"><a href=\"http:\/\/www.futilitycloset.com\/wp-content\/uploads\/2012\/06\/2012-06-23-the-grate-beyond-1.jpg\"><span style=\"color:#0000ff\">the temperature in Hell<\/span><\/a><\/span><span style=\"color:#000000\">, the imperative in Washington is that spending must always increase: &#8220;austerity&#8221; means the tempo has momentarily slackened.<\/span><\/p>\n<\/div>\n<div>\n<p><span style=\"color:#000000\">From<\/span>\u00a0<span style=\"color:#0000ff\"><a href=\"http:\/\/www.nationaldefensemagazine.org\/blog\/lists\/posts\/post.aspx?ID=1071\"><span style=\"color:#0000ff\">military contractors<\/span><\/a><\/span>\u00a0<span style=\"color:#000000\">to the<\/span>\u00a0<span style=\"color:#0000ff\"><a href=\"http:\/\/articles.washingtonpost.com\/2013-03-16\/local\/37763921_1_sequester-federal-research-support-for-university-research\"><span style=\"color:#0000ff\">academic establishment<\/span><\/a><\/span><span style=\"color:#000000\">, all the lobbyists are crying bloody murder: we are told air traffic controllers will be<\/span>\u00a0<span style=\"color:#0000ff\"><a href=\"http:\/\/kstp.com\/article\/stories\/s2972712.shtml\"><span style=\"color:#0000ff\">taken off duty<\/span><\/a><\/span><span style=\"color:#000000\">, and hospitals are<\/span>\u00a0<span style=\"color:#0000ff\"><a href=\"http:\/\/www.advisory.com\/Daily-Briefing\/2013\/03\/20\/Update-on-the-sequester-Hospitals-warn-of-looming-pending-cuts\"><span style=\"color:#0000ff\">warning<\/span><\/a><\/span>\u00a0<span style=\"color:#000000\">of cuts to vital services. Some of these cuts will hit hardest those who can afford it least: the<\/span>\u00a0<span style=\"color:#0000ff\"><a href=\"http:\/\/www.nytimes.com\/2013\/03\/04\/us\/politics\/poor-face-most-pain-as-automatic-budget-cuts-take-effect.html?pagewanted=all&amp;_r=0\"><span style=\"color:#0000ff\">very poorest<\/span><\/a><\/span>\u00a0<span style=\"color:#000000\">of the<\/span>\u00a0<span style=\"color:#0000ff\"><a href=\"http:\/\/www.motherjones.com\/mojo\/2013\/02\/budget-cuts-sequester-low-income-poor\"><span style=\"color:#0000ff\">poor<\/span><\/a><\/span><span style=\"color:#000000\">. In this atmosphere, one would think a foreign lobby would be more discreet about calling for an<\/span>\u00a0<span style=\"color:#0000ff\"><a href=\"http:\/\/mjayrosenberg.com\/2013\/03\/05\/aipac-goes-public-it-intends-to-exempt-israel-from-sequester-j-street-on-board\/\"><span style=\"color:#0000ff\">exemption<\/span><\/a><\/span>\u00a0<span style=\"color:#000000\">in the foreign aid category. However, in the case of<\/span>\u00a0<span style=\"color:#0000ff\"><a href=\"http:\/\/original.antiwar.com\/giraldi\/2013\/03\/13\/same-old-stuff-from-aipac\/\"><span style=\"color:#0000ff\">AIPAC<\/span><\/a><\/span><span style=\"color:#000000\">, the biggest pro-Israel lobby in Washington, subtlety is not at the top of their agenda.<\/span><\/p>\n<p><span style=\"color:#000000\">At the beginning of this month, AIPAC&#8217;s<\/span>\u00a0<span style=\"color:#0000ff\"><a href=\"http:\/\/www.google.com\/search?q=AIPAC%202013&amp;tbm=vid\"><span style=\"color:#0000ff\">annual conference<\/span><\/a><\/span>\u00a0<span style=\"color:#000000\">featured a<\/span>\u00a0<span style=\"color:#0000ff\"><a href=\"http:\/\/www.aipac.org\/en\/in-the-news?newsid={CA1B929D-B73D-467C-ADF1-52FAA4AC8009}\"><span style=\"color:#0000ff\">Capitol Hill blitz<\/span><\/a><\/span><span style=\"color:#000000\">, in which thousands of pro-Israel activists descended on Washington to pressure Congress to exempt Israel from the cuts. This was coupled with a demand that Congress vote to designate the Jewish state a &#8220;<\/span><span style=\"color:#0000ff\"><a href=\"http:\/\/www.jpost.com\/Diplomacy-and-Politics\/US-bipartisan-bill-to-make-Israel-strategic-ally\"><span style=\"color:#0000ff\">major strategic ally<\/span><\/a><\/span><span style=\"color:#000000\">,&#8221; a characterization meant to divorce aid to Israel from the general foreign aid budget and put it in a special category of its own. After all, that&#8217;s what the &#8220;<\/span><span style=\"color:#0000ff\"><a href=\"http:\/\/www.theamericanconservative.com\/articles\/the-spy-who-loves-us\/\"><span style=\"color:#0000ff\">special relationship<\/span><\/a><\/span><span style=\"color:#000000\">&#8221; is all about \u2013 right?<\/span><\/p>\n<p><span style=\"color:#000000\">As Tim Carney<\/span>\u00a0<span style=\"color:#0000ff\"><a href=\"http:\/\/washingtonexaminer.com\/why-we-wont-cut-military-aid-to-israel\/article\/2524948?custom_click=rss\"><span style=\"color:#0000ff\">points out<\/span><\/a><\/span><span style=\"color:#000000\">, the corporate bunch affectionately known as the Military-Industrial Complex have a big stake in all this: two-thirds of the $3.1 billion in annual aid to Israel must be spent in the United States. US arms manufacturers<\/span>\u00a0<span style=\"color:#0000ff\"><a href=\"http:\/\/www.reuters.com\/article\/2008\/11\/09\/us-arms-israel-jsf-idUSTRE4A81B220081109?feedType=RSS&amp;feedName=businessNews&amp;utm_source=feedburner&amp;utm_medium=feed&amp;utm_campaign=Feed%3A+reuters\/businessNews+(Business+News)\"><span style=\"color:#0000ff\">reap the profits<\/span><\/a><\/span><span style=\"color:#000000\">, and the Israelis get<\/span>\u00a0<span style=\"color:#0000ff\"><a href=\"http:\/\/mondoweiss.net\/2013\/02\/life-under-f16s.html\"><span style=\"color:#0000ff\">free stuff<\/span><\/a><\/span><span style=\"color:#000000\">. Yet Carney is wrong about whose lobbying efforts make the difference in this case: I don&#8217;t think Lockheed-Martin could mobilize thousands of people to descend on Capitol Hill the way AIPAC, or<\/span>\u00a0<span style=\"color:#0000ff\"><a href=\"http:\/\/www.cufi.org\/site\/PageServer?pagename=2013Summit_welcome\"><span style=\"color:#0000ff\">Christians United for Israel<\/span><\/a><\/span><span style=\"color:#000000\">, can.<\/span><\/p>\n<p><span style=\"color:#000000\">According to<\/span>\u00a0<span style=\"color:#0000ff\"><i><a href=\"http:\/\/www.pbs.org\/newshour\/rundown\/2013\/02\/when-fair-and-balanced-came-to-israel.html\"><span style=\"color:#0000ff\">Israel Hayom<\/span><\/a><\/i><\/span><span style=\"color:#000000\">, the most widely read Israeli newspaper, Tel Aviv has already been granted special treatment: instead of the expected 8 percent across the board cut all other federal programs will suffer under sequestration, the Israelis were recently assured by the White House that their share will amount to only<\/span>\u00a0<span style=\"color:#0000ff\"><a href=\"http:\/\/www.israelhayom.com\/site\/newsletter_article.php?id=7815\"><span style=\"color:#0000ff\">5 percent<\/span><\/a><\/span><span style=\"color:#000000\">.<\/span><\/p>\n<p><span style=\"color:#000000\">Yet these &#8220;cuts&#8221; have already been circumvented by<\/span>\u00a0<span style=\"color:#0000ff\"><a href=\"http:\/\/patriotstatesman.com\/wp-content\/uploads\/2013\/01\/0061894_n.jpg\"><span style=\"color:#0000ff\">the President<\/span><\/a><\/span>\u00a0<span style=\"color:#000000\">himself, who, on his trip to Israel, presented Netanyahu with a new ten-year aid &#8220;package&#8221; totaling some<\/span>\u00a0<span style=\"color:#0000ff\"><a href=\"http:\/\/www.defensenews.com\/article\/20130324\/DEFREG02\/303240005\/U-S-Israel-Negotiate-Military-Aid-Extension?odyssey=tab%7Ctopnews%7Ctext%7CFRONTPAGE\"><span style=\"color:#0000ff\">$40 billion<\/span><\/a><\/span><span style=\"color:#000000\">\u2013 a $10 billion increase over the last such agreement. And since our special alliance with Israel is &#8220;<\/span><span style=\"color:#0000ff\"><a href=\"http:\/\/www.guardian.co.uk\/world\/2013\/mar\/20\/obama-eternal-us-israel-alliance\"><span style=\"color:#0000ff\">eternal<\/span><\/a><\/span><span style=\"color:#000000\">,&#8221; as the President rhapsodized, this amount will presumably increase unto eternity. Or until the American people put a stop to it \u2013 whichever comes first.<\/span><\/p>\n<p><span style=\"color:#000000\">It isn&#8217;t as if Israel is a poor, struggling, Third World country: its GDP puts it in the<\/span>\u00a0<span style=\"color:#0000ff\"><a href=\"http:\/\/databank.worldbank.org\/databank\/download\/GDP.pdf\"><span style=\"color:#0000ff\">top forty<\/span><\/a><\/span>\u00a0<span style=\"color:#000000\">richest countries on the world. Israeli propagandists are always boasting about how they&#8217;ve made the<\/span>\u00a0<span style=\"color:#0000ff\"><a href=\"http:\/\/www.haaretz.com\/business\/making-the-desert-bloom-again.premium-1.480824\"><span style=\"color:#0000ff\">desert bloom<\/span><\/a><\/span><span style=\"color:#000000\">: the endless parading of Israel&#8217;s technical achievements, particularly in the booming high tech sector, is a major<\/span>\u00a0<i><span style=\"color:#0000ff\"><a href=\"http:\/\/972mag.com\/hasbara-why-does-the-world-fail-to-understand-us\/27551\/\"><span style=\"color:#0000ff\">hasbara<\/span><\/a><\/span>\u00a0<\/i><span style=\"color:#000000\">theme. Yet somehow a minuscule &#8220;cut&#8221; in aid \u2013 in reality, a cut\u00a0<i>in the rate of increase<\/i>\u00a0\u2013 is going to bring about the<\/span>\u00a0<span style=\"color:#0000ff\"><a href=\"http:\/\/mondoweiss.net\/2013\/02\/threat-israel-sequestration.html\"><span style=\"color:#0000ff\">downfall<\/span><\/a><\/span>\u00a0<span style=\"color:#000000\">of the Jewish state? The days when the Israeli settler colony depended on outside assistance for its very survival are well over.<\/span><\/p>\n<p><span style=\"color:#000000\">At a time when domestic programs are on the chopping block, why should the Israelis expect \u2013 nay,<\/span>\u00a0<span style=\"color:#0000ff\"><em><a href=\"http:\/\/www.aipac.org\/policy-agenda\/agenda-display?agendaid={407715AF-6DB4-4268-B6F8-36D3C6F241AA}\"><span style=\"color:#0000ff\">demand<\/span><\/a><\/em><\/span>\u00a0<span style=\"color:#000000\">\u2013 an exemption? Why can&#8217;t they suffer the sequestration in silence, and be happy it wasn&#8217;t worse for them?<\/span><\/p>\n<p><span style=\"color:#000000\">Apparently some in the pro-Israel community have been thinking the same heretical thought, because AIPAC&#8217;s aggressive &#8220;Israel first&#8221; strategy<\/span>\u00a0<span style=\"color:#0000ff\"><a href=\"http:\/\/forward.com\/articles\/172785\/looming-sequestration-cuts-cause-split-among-israe\/?p=1\"><span style=\"color:#0000ff\">reportedly<\/span><\/a><\/span>\u00a0c<span style=\"color:#000000\">aused a bit of a stir, prompting fears of a backlash from some. As the\u00a0<\/span><i><span style=\"color:#000000\">Forward<\/span>\u00a0<\/i><span style=\"color:#0000ff\"><a href=\"http:\/\/forward.com\/articles\/172785\/looming-sequestration-cuts-cause-split-among-israe\/?p=1\"><span style=\"color:#0000ff\">reports<\/span><\/a><\/span><span style=\"color:#000000\">:<\/span><\/p>\n<blockquote><p><span style=\"color:#000000\"><em>&#8220;J Street, the dovish pro-Israel group, immediately understood the implications of AIPAC&#8217;s rhetorical shift after getting word of the pitch made by AIPAC members on Capitol Hill. Dylan Williams, J Street&#8217;s director of government affairs, told the Forward that &#8216;it seems a little tone deaf. We have a unique public perception issue.&#8217; He added that congressional aides had told him they were &#8216;surprised that some groups \u2013 that people from AIPAC \u2013 were asking for this.'&#8221;<\/em><\/span><\/p><\/blockquote>\n<p><span style=\"color:#000000\">Seen in the larger context of the administration&#8217;s ongoing feud with Tel Aviv \u2013 from Netanyahu&#8217;s informal<\/span>\u00a0<span style=\"color:#0000ff\"><a href=\"http:\/\/www.guardian.co.uk\/world\/2012\/sep\/20\/binyamin-netanyahu-gambles-on-mitt-romney\"><span style=\"color:#0000ff\">endorsement<\/span><\/a><\/span>\u00a0<span style=\"color:#000000\">of Mitt Romney to<\/span>\u00a0<span style=\"color:#0000ff\"><a href=\"http:\/\/warincontext.org\/wp-content\/uploads\/2013\/01\/anti-hagel.jpg\"><span style=\"color:#0000ff\">the fight<\/span><\/a><\/span>\u00a0<span style=\"color:#000000\">over Chuck Hagel \u2013 AIPAC&#8217;s\u00a0<i>chutzpah<\/i>\u00a0shouldn&#8217;t be at all surprising. In the world of Washington lobbyists, it&#8217;s all about power \u2013 having it, keeping it, and using it. If you don&#8217;t use it, you lose it.<\/span><\/p>\n<p><span style=\"color:#000000\">It is vitally necessary for the Israel Lobby to tamp down<\/span>\u00a0<span style=\"color:#0000ff\"><a href=\"http:\/\/www.lobelog.com\/is-the-israel-lobby-losing-its-grip\/\"><span style=\"color:#0000ff\">dangerous<\/span><\/a>\u00a0<a href=\"http:\/\/mjayrosenberg.com\/2013\/01\/15\/praise-the-lord-aipac-is-losing\/\"><span style=\"color:#0000ff\">talk<\/span><\/a><\/span>\u00a0<span style=\"color:#000000\">that they&#8217;re losing it, because fear is their greatest weapon. The fear they strike in the hearts of politicians who don&#8217;t want to wind up like many of the other legislators who thought they could escape the Lobby&#8217;s wrath \u2013 and soon learned otherwise. It&#8217;s much easier to give in to the Lobby&#8217;s demands than go the way of Senators<\/span>\u00a0<span style=\"color:#0000ff\"><a href=\"http:\/\/mondoweiss.net\/2011\/09\/the-times-lies-about-charles-percys-record.html\"><span style=\"color:#0000ff\">Chuck Percy<\/span><\/a><\/span><span style=\"color:#000000\">,<\/span>\u00a0<span style=\"color:#0000ff\"><a href=\"http:\/\/www.acjna.org\/acjna\/articles_detail.aspx?id=83\"><span style=\"color:#0000ff\">William Fulbright<\/span><\/a><\/span><span style=\"color:#000000\">, y<\/span>\u00a0<span style=\"color:#0000ff\"><a href=\"http:\/\/news.google.com\/newspapers?id=bW4fAAAAIBAJ&amp;sjid=sWkEAAAAIBAJ&amp;pg=6517,5479961&amp;dq=roger-jepsen+israel&amp;hl=en\"><span style=\"color:#0000ff\">Roger Jepsen<\/span><\/a><\/span><span style=\"color:#000000\">, all three felled by Lobby-coordinated campaigns. Congressmen<\/span>\u00a0<span style=\"color:#0000ff\"><a href=\"http:\/\/www.counterpunch.org\/2007\/10\/16\/the-open-secret-about-the-israel-lobby\/\"><span style=\"color:#0000ff\">Paul Findley<\/span><\/a><\/span><span style=\"color:#000000\">,<\/span>\u00a0<span style=\"color:#0000ff\"><a href=\"http:\/\/www.arabnews.com\/node\/222002\"><span style=\"color:#0000ff\">Earl F. Hilliard<\/span><\/a><\/span><span style=\"color:#000000\">, y<\/span>\u00a0<span style=\"color:#0000ff\"><a href=\"http:\/\/www.dailykos.com\/story\/2006\/08\/02\/232652\/-AIPAC-and-Pete-McCloskey\"><span style=\"color:#0000ff\">Pete McCloskey<\/span><\/a><\/span>\u00a0<span style=\"color:#000000\">are among the scalps the Lobby can rightfully claim. And while their<\/span>\u00a0<span style=\"color:#0000ff\"><a href=\"http:\/\/www.theamericanconservative.com\/the-hagel-smear-campaign-goes-anonymous\/\"><span style=\"color:#0000ff\">smear campaign<\/span><\/a><\/span>\u00a0<span style=\"color:#000000\">against Hagel didn&#8217;t succeed in stopping his confirmation as Secretary of Defense, it was a useful exercise in that it serves as a<\/span>\u00a0<span style=\"color:#0000ff\"><a href=\"http:\/\/www.politico.com\/story\/2013\/02\/chuck-hagel-clears-senate-hurdle-toward-confirmation-88102_Page2.html\"><span style=\"color:#0000ff\">warning to others<\/span><\/a><\/span>\u00a0<span style=\"color:#000000\">who might be thinking of straying off the reservation:\u00a0<i>Don&#8217;t go there!<\/i><\/span><\/p>\n<p><span style=\"color:#000000\">J Street issued a<\/span>\u00a0<span style=\"color:#0000ff\"><a href=\"http:\/\/jstreet.org\/blog\/post\/j-street-opposes-sequestration-would-not-make-an-exception-for-israel_1\"><span style=\"color:#0000ff\">statement<\/span><\/a><\/span>\u00a0<span style=\"color:#000000\">soon after AIPAC&#8217;s assault on Capitol Hill, denouncing any effort to separate out aid to Israel from the requirements of sequestration as appearing to put Israel&#8217;s demands &#8220;above those of the millions of ordinary Americans who are being hurt, or the vital domestic programs that are taking a hit.&#8221; While this may be true, J Street is rather missing the point. To wrest an exemption granted to no others is precisely the demonstrative way in which AIPAC needs to flex its lobbying muscles. Isn&#8217;t this what the &#8220;special relationship&#8221; is all about? As Ayn Rand put it, &#8220;<\/span><span style=\"color:#0000ff\"><a href=\"http:\/\/www.goodreads.com\/quotes\/303034-why-have-you-been-staring-at-me-ever-since-we\"><span style=\"color:#0000ff\">Love is exception-making<\/span><\/a><\/span><span style=\"color:#000000\">,&#8221; and the romantic relationship between the US and Israel, whatever its ups and downs, continues unabated in Washington.<\/span><\/p>\n<p><span style=\"color:#000000\">Out in the sticks, however \u2013 i.e. outside the Beltway \u2013 this exception-making for Israel is not all that popular, as J Street rightly worries. The problem, however, is that the American people have very little to say about it \u2013 and don&#8217;t know about it, in any case. As long as the political class lives in fear of the Lobby, our annual tribute to Israel will be paid in full \u2013 yes, even before we feed our own people.
