Richards)<\/figcaption><\/figure>\n<p><span style=\"color:#000000\">An independent report has charged that medical personnel, working under the direction of the Department of Defense and CIA in military defense facilities, violated medical ethics by participating in the torture of detainees.<\/span><\/p>\n<p><span style=\"color:#000000\">The services provided by American doctors and psychologists included\u00a0<i>\u201cdesigning, participating in, and enabling torture and cruel, inhumane and degrading treatment\u201d<\/i>\u00a0of detainees, according to the<\/span>\u00a0<span style=\"color:#0000ff\"><a href=\"http:\/\/imapny.org\/File%20Library\/Documents\/IMAP-EthicsTextFinal2.pdf\" target=\"_blank\"><span style=\"color:#0000ff\">report<\/span><\/a><\/span><span style=\"color:#000000\">.\u00a0<\/span><\/p>\n<p><span style=\"color:#000000\">The 19-member task force<\/span>\u00a0<span style=\"color:#0000ff\"><a href=\"http:\/\/imapny.org\/medicine_as_a_profession\/interrogationtorture-and-dual-loyalty\" target=\"_blank\"><span style=\"color:#0000ff\">concluded<\/span><\/a><\/span>\u00a0<span style=\"color:#000000\">that since September 11, 2001, the Department of Defense (DoD) and CIA ordered medical professionals to assist in intelligence gathering, as well as forced-feeding of hunger strikers, in a way that inflicted\u00a0<i>\u201csevere harm\u201d<\/i>\u00a0on detainees in US custody.<\/span><\/p>\n<p><span style=\"color:#000000\">The authors of the 269-page report, entitled\u00a0<i>\u201cEthics Abandoned: Medical Professionalism and Detainee Abuse in the \u2018War on Terror\u2019\u201d<\/i>\u00a0is based on information from unclassified, publicly available information.<\/span><\/p>\n<p><span style=\"color:#000000\">The task force revealed that a\u00a0<i>\u201ctheory of interrogation\u201d<\/i>\u00a0emerged in US detention facilities, including Guantanamo Bay detention camp, that was based on\u00a0<i>\u201cpersonality disintegration\u201d<\/i>\u00a0as a means of breaking down the resistance of the detainees in an effort to extract confessions and information.<\/span><\/p>\n<p><span style=\"color:#000000\">Over time, new interrogation methods were developed by interrogators and psychologists from techniques used in the pre-9\/11 Survival, Evasion, Resistance, Escape (SERE) program that was designed for training US troops to withstand interrogation and mistreatment techniques in the event they were captured.<\/span><\/p>\n<p><span style=\"color:#000000\">The interrogators and medical professionals transformed torture-resistant tactics into abusive methods of interrogation, which they employed on detainees. This included so-called \u2018enhanced interrogation\u2019 techniques, such as waterboarding, which involves covering a restrained detainee\u2019s face with a towel and then soaking it with water. The technique is said to induce a feeling of drowning and complete helplessness.<\/span><\/p>\n<p><span style=\"color:#000000\">The detainees are not permitted to receive treatment for the mental anguish caused by their torture.<\/span><\/p>\n<p><span style=\"color:#000000\">The report also gave special mention to the Bush administration, which declared that the legal safeguards regarding the treatment of prisoners of war set down in the Geneva Convention did not apply to the\u00a0<i>\u201cunlawful combatants\u201d<\/i>\u00a0(i.e. terrorists) in the War on Terror.\u00a0<\/span><\/p>\n<figure id=\"attachment_19581\" aria-describedby=\"caption-attachment-19581\" style=\"width: 690px\" class=\"wp-caption aligncenter\"><a href=\"https:\/\/i0.wp.com\/redphoenixnews.com\/wp-content\/uploads\/2013\/11\/000_apw2002021232333.jpg\"><img data-recalc-dims=\"1\" decoding=\"async\" loading=\"lazy\" class=\"size-full wp-image-19581\" alt=\"Guantanamo Bay, Cuba. (AFP Photo \/ Peter Muhly)<\/figcaption><\/figure>\n<p><span style=\"color:#000000\">The lack of any judicial restraints on the part of the military and medical personnel involved opened the door to\u00a0<i>\u201ccruel, inhumane and degrading treatment\u201d<\/i>\u00a0of prisoners at GITMO under both the Bush and Obama administrations.<\/span><\/p>\n<p><span style=\"color:#000000\">Task Force member, Dr. Gerald Thomson, Professor of Medicine Emeritus at Columbia University, said physicians violated medical code of conduct by willingly becoming\u00a0<i>\u201cagents of the military.\u201d<\/i><\/span><\/p>\n<p><span style=\"color:#000000\"><i>\u201cThe American public has a right to know that the covenant with its physicians to follow professional ethical expectations is firm regardless of where they serve,\u201d<\/i>\u00a0Dr. Thomson said in a released statement.<i>\u201cIt\u2019s clear that in the name of national security the military trumped that covenant, and physicians were transformed into agents of the military and performed acts that were contrary to medical ethics and practice.\u201d\u00a0<\/i><\/span><\/p>\n<p><span style=\"color:#000000\">The medical community has\u00a0<i>\u201ca responsibility to make sure this never happens again,\u201d<\/i>\u00a0he added.<\/span><\/p>\n<p><span style=\"color:#000000\">The authors cited a number of sources that informed their study, including recently published accounts of force-feeding hunger-striking detainees, a 2008 Senate report on the treatment of terrorists in custody, and a Red Cross probe of CIA interrogation measures that was leaked to the New York Times.<\/span><\/p>\n<p><span style=\"color:#000000\">Dr. Thomson summarized the feelings of many people when he called the participation of physicians in the torture and interrogation of detainees a\u00a0<i>\u201cbig striking horror.\u201d\u00a0<\/i><\/span><\/p>\n<p><span style=\"color:#000000\"><i>\u201cThis covenant between society and medicine has been around for a long, long time \u2014 patient first, community first, society first, not national security, necessarily,\u201d<\/i>\u00a0he continued.\u00a0<i>\u201cIf we just ignore this and satisfy ourselves with the (thought that), \u2018Well, they were trying to protect us,\u2019 when it does happen again we\u2019ll all be complicit in that.\u201d<\/i><\/span><\/p>\n<p><span style=\"color:#000000\">Meanwhile, a spokesman for the Department of Defense, Lt. Col. J. Todd Breasseale, reviewed the charges contained in the report and called them \u201cwholly absurd.\u201d<\/span><\/p>\n<p><span style=\"color:#000000\"><i>\u201cThe health care providers at the Joint Strike Force who routinely provide not only better medical care than any of these detainees have ever known, but care on par with the very best of the global medical profession, are consummate professionals working under terrifically stressful conditions, far from home and their families, and with patients who have been extraordinarily violent,\u201d<\/i>\u00a0Breasseale told NBC News.<\/span><\/p>\n<p><span style=\"color:#000000\">Arthur Caplan, head of the division of medical ethics at NYU Langone Medical Center, said the medical personnel working at Gitmo may believe they are doing something valuable for society.\u00a0<\/span><\/p>\n<p><span style=\"color:#000000\"><i>&#8220;What I\u2019ve seen over the years is that people (doctors) who don\u2019t want to do that, don\u2019t. They find ways to avoid it, get out of it, or get reassigned,&#8221;<\/i>\u00a0Caplan told NBC News.\u00a0<i>&#8220;But for someone who does it, that doctor\u2019s impulse may be to say: &#8216;I want to fight terrorism.
