{"id":5253,"date":"2011-03-18T02:31:15","date_gmt":"2011-03-18T02:31:15","guid":{"rendered":"http:\/\/theredphoenixapl.org\/?p=5253"},"modified":"2011-03-18T02:31:15","modified_gmt":"2011-03-18T02:31:15","slug":"imperialists-seek-war-with-libya","status":"publish","type":"post","link":"https:\/\/redphoenix.news\/es\/2011\/03\/imperialists-seek-war-with-libya\/","title":{"rendered":"Imperialists Seek War With Libya"},"content":{"rendered":"<p><a href=\"https:\/\/i0.wp.com\/redphoenixnews.com\/wp-content\/uploads\/2011\/03\/carlos-latuff-smells-like-foreign-intervention-libya-march-9-2011.gif\"><span style=\"color:#000000;\"><img data-recalc-dims=\"1\" decoding=\"async\" loading=\"lazy\" class=\"aligncenter size-full wp-image-5255\" title=\"carlos-latuff-smells-like-foreign-intervention-libya-march-9-2011\" src=\"https:\/\/i0.wp.com\/redphoenixnews.com\/wp-content\/uploads\/2011\/03\/carlos-latuff-smells-like-foreign-intervention-libya-march-9-2011.gif?resize=490%2C392\" alt=\"\" width=\"490\" height=\"392\" \/><\/span><\/a><\/p>\n<p><span style=\"color:#000000;\"><strong>From\u00a0<em>The Nation<\/em>:<\/strong><\/span><\/p>\n<p><span style=\"color:#000000;\">The UN Security Council on Thursday authorised the use of \u201call necessary measures\u201d to protect civilians in Libya, paving the way for air and naval attacks against the forces of Libyan leader Muammar Gaddafi as he vowed to overrun the rebel-controlled city of Benghazi.<\/span><\/p>\n<p><span style=\"color:#000000;\">However, according to AFP, Libya announced an immediate ceasefire in the month-long battle against rebels, saying it was complying with demands from the UN Security Council. <\/span><\/p>\n<p><span style=\"color:#000000;\">Acting under Chapter VII of the UN Charter, which provides for the use of force if needed, the council approved the establishment of a no-fly zone over Libyan territory and the interdiction of ships carrying supplies to Gaddafi\u2019s government. <\/span><\/p>\n<p><span style=\"color:#000000;\">The vote in the 15-member council was 10 in favour, to none against, with five abstentions. Under the UN Charter, the adoption requires nine yes votes from the 15 Council members and the absence of a negative vote by any of the five permanent members &#8211; Britain, China, France, Russia and the United States. Some observers underscored the fact that the Security Council didn\u2019t speak with one voice on the issue as five abstentions &#8211; China, Russia, Germany, Brazil and India &#8211; testified to the misgivings among the members over the move.<\/span><span style=\"color:#000000;\"> <\/span><span style=\"color:#000000;\">In broad language, the council approved the use of any means short of \u201cforeign occupation\u201d to end strikes against \u201ccivilian populated areas under threat of attack&#8230;including Benghazi.\u201d The vote marked a dramatic turn in the world\u2019s response to the Libyan crisis after weeks of debate and reluctance by many to intervene, and it comes as rebel forces were said to be on the brink of defeat.<\/span><\/p>\n<p><span style=\"color:#000000;\">French Foreign Minister Alain Juppe, who flew into New York to press the case for council approval, told reporters that the resolution \u201cmust be applied quickly\u201d because of \u201cthe urgency on the ground.\u201d<\/span><\/p>\n<p><span style=\"color:#000000;\">Asked whether France would take part in air strikes, he replied: \u201cFrance is ready, along with others, to put in action the resolution.\u201d Juppe added that France was in contact with Britain and Arab nations.<\/span><\/p>\n<p><span style=\"color:#000000;\">Celebrations erupted across Benghazi as word of the vote reached the rebels. <\/span><\/p>\n<p><span style=\"color:#000000;\">Thursday\u2019s vote came only after the Arab League agreed Saturday to support a no-fly zone over Libya. The resolution \u201crequests\u201d Arab League members to cooperate with other UN members in implementing its terms, and US officials said they expected that several Arab governments would help fund the operation or contribute military assets. In addition to a specific \u201cban on all flights in the airspace of the Libyan Arab Jamahiriya\u201d and use of \u201call necessary measures\u201d to protect civilians, the resolution authorizes interdiction and inspection \u201con the high seas\u201d of all vessels and aircraft bound to or from Libya provided there are \u201creasonable grounds to believe that the cargo contains items\u201d prohibited under a previously adopted arms embargo and other sanctions.
