Indeed, the Chilean earthquake was more powerful than the Haitian earthquake, and yet the death toll in Haiti was magnitudes higher, placed in the hundreds of thousands. The article took the opportunity to praise the economic policies of former Chilean dictator Augusto Pinochet in no uncertain terms, giving them the credit for saving Chilean lives.<\/span><\/p>\n<figure id=\"attachment_6088\" aria-describedby=\"caption-attachment-6088\" style=\"width: 490px\" class=\"wp-caption aligncenter\"><span style=\"color:#000000;\"><a href=\"https:\/\/i0.wp.com\/redphoenixnews.com\/wp-content\/uploads\/2011\/05\/clearcutforestsinchile.jpg\"><span style=\"color:#000000;\"><img data-recalc-dims=\"1\" decoding=\"async\" loading=\"lazy\" class=\"size-full wp-image-6088\" title=\"ClearCutForestsinChile\" src=\"https:\/\/i0.wp.com\/redphoenixnews.com\/wp-content\/uploads\/2011\/05\/clearcutforestsinchile.jpg?resize=490%2C325\" alt=\"\" width=\"490\" height=\"325\" \/><\/span><\/a><\/span><figcaption id=\"caption-attachment-6088\" class=\"wp-caption-text\">Free market economy has come at a high price: clear-cut forests in Chile<\/figcaption><\/figure>\n<p><span style=\"color:#000000;\">\u201cChile has benefited enormously in recent decades,\u201d the editorial claimed, \u201cfrom the free-market reforms it passed in the 1970s under dictator Augusto Pinochet\u201d (&#8220;Wall Street Journal&#8221;). This editorial spoke of the much greater destruction visited upon Haiti and compared it with the relatively less damage inflicted on Chile, citing Pinochet\u2019s free market economic policies as the source of the country\u2019s preparedness.<\/span><\/p>\n<figure id=\"attachment_6079\" aria-describedby=\"caption-attachment-6079\" style=\"width: 353px\" class=\"wp-caption aligncenter\"><span style=\"color:#000000;\"><a href=\"https:\/\/i0.wp.com\/redphoenixnews.com\/wp-content\/uploads\/2011\/05\/chile_homes.jpg\"><span style=\"color:#000000;\"><img data-recalc-dims=\"1\" decoding=\"async\" loading=\"lazy\" class=\"size-full wp-image-6079\" title=\"chile_homes\" src=\"https:\/\/i0.wp.com\/redphoenixnews.com\/wp-content\/uploads\/2011\/05\/chile_homes.jpg?resize=353%2C235\" alt=\"\" width=\"353\" height=\"235\" \/><\/span><\/a><\/span><figcaption id=\"caption-attachment-6079\" class=\"wp-caption-text\">Although Chile&#039;s economy is booming, 18.7 percent of the population still lives below the poverty line.<\/figcaption><\/figure>\n<p style=\"text-align:left;\"><span style=\"color:#000000;\">Even putting aside the very different historical developments of Chile and Haiti, and even dismissing the inherent absurdity of comparing an independent country like Chile to an underdeveloped neo-colonial country like Haiti, this assessment of the Chilean economy under Pinochet is fraught with theoretical difficulties at best. In reality, the economic policies of Augusto Pinochet brought economic growth of a sort, but only for the privileged few in Chile. It is without a doubt that there was &#8220;economic growth&#8221; in Chile, a fact which the Wall Street Journal would use to lend credence to such a system of rabid free-market capitalism reinforced with brutal state repression. Yet one must ask, for whom was this growth felt? Who received the benefits of this system, and who was shut out? The evidence of the disastrous social effects of Pinochet\u2019s ruthless neo-liberal reforms on the population of Chile is overwhelming.<\/span><\/p>\n<figure id=\"attachment_6077\" aria-describedby=\"caption-attachment-6077\" style=\"width: 300px\" class=\"wp-caption aligncenter\"><span style=\"color:#000000;\"><a href=\"https:\/\/i0.wp.com\/redphoenixnews.com\/wp-content\/uploads\/2011\/05\/lg_u1784031.jpg\"><span style=\"color:#000000;\"><img data-recalc-dims=\"1\" decoding=\"async\" loading=\"lazy\" class=\"size-full wp-image-6077\" title=\"lg_u1784031\" src=\"https:\/\/i0.wp.com\/redphoenixnews.com\/wp-content\/uploads\/2011\/05\/lg_u1784031.jpg?resize=300%2C400\" alt=\"\" width=\"300\" height=\"400\" \/><\/span><\/a><\/span><figcaption id=\"caption-attachment-6077\" class=\"wp-caption-text\">11 Sep 1973, Santiago, Chile --- 1973 Chilean Coup<\/figcaption><\/figure>\n<p><span style=\"color:#000000;\">To begin with, Pinochet\u2019s economic reforms were not chiefly responsible for Chile\u2019s prosperity. In fact, Pinochet\u2019s leftist predecessors laid the groundwork for the economic growth he oversaw. \u201cLand reform of the 1960s and early \u201870s [\u2026] [allowed] the military regime to stimulate the creation of agroindustry as a base for an export-driven economy. Chile\u2019s modernization really began around 1920 and had nothing to do with the Chicago Boys\u201d (Mu\u00f1oz 308). Rather than the moderate and progressive reforms and broad mass support of murdered President Salvador Allende, Pinochet\u2019s government mostly depended on support from outside superpowers. \u201cThe U.S. made significant increases in international aid and loans to Chile [under Pinochet]\u201d (Pettit, and Starbird 229). In addition, despite a trade and arms embargo during the Carter Administration, \u201c[a]ll the while, U.S. commercial banks were loaning billions of dollars to Chile\u201d (Pettit, and Starbird 229). United States support played a key role in stimulating the economy of the country.<\/span><br \/>\n<span style=\"color:#000000;\"> <a href=\"https:\/\/i0.wp.com\/redphoenixnews.com\/wp-content\/uploads\/2011\/05\/chile-arrests-under-pinochet1.jpg\"><span style=\"color:#000000;\"><img data-recalc-dims=\"1\" decoding=\"async\" loading=\"lazy\" class=\"aligncenter size-full wp-image-6078\" title=\"chile-arrests-under-pinochet1\" src=\"https:\/\/i0.wp.com\/redphoenixnews.com\/wp-content\/uploads\/2011\/05\/chile-arrests-under-pinochet1.jpg?resize=340%2C450\" alt=\"\" width=\"340\" height=\"450\" \/><\/span><\/a><\/span><br \/>\n<span style=\"color:#000000;\"> It is often claimed that Salvador Allende\u2019s policies brought ruin, very high inflation and overall economic disaster on Chile\u2019s economy before Augusto Pinochet\u2019s 1973 coup. The story however, is not as one-sided as that. \u201cHis [Allende\u2019s] political opponents, especially the wealthy ruling classes and the military [mostly loyal to Pinochet], worked to sabotage his programs. The United States provided money and tactical support for Allende\u2019s opponents\u201d (Porterfield, and Brezina 113). As a result of such admitted sabotage, inflation skyrocketed, production dropped and foreign investors fled the country as industry was nationalized.<\/span><br \/>\n<span style=\"color:#000000;\"> <a href=\"https:\/\/i0.wp.com\/redphoenixnews.com\/wp-content\/uploads\/2011\/05\/chile_1973.jpg\"><span style=\"color:#000000;\"><img data-recalc-dims=\"1\" decoding=\"async\" loading=\"lazy\" class=\"aligncenter size-full wp-image-6076\" title=\"chile_1973\" src=\"https:\/\/i0.wp.com\/redphoenixnews.com\/wp-content\/uploads\/2011\/05\/chile_1973.jpg?resize=400%2C320\" alt=\"\" width=\"400\" height=\"320\" \/><\/span><\/a><\/span><br \/>\n<span style=\"color:#000000;\">Throughout his reign, \u201cPinochet did not build a single hospital in all his years of power and the country\u2019s infrastructure was left practically untouched until the return of democracy\u201d (Mu\u00f1oz 309). The results of Pinochet&#8217;s military regime and his refusal to deviate from the most perverse interpretation of laissez-faire capitalism may have created economic growth on paper, but for most Chileans, this &#8220;growth&#8221; meant little to them. \u201cIn 1970, 20 percent of Chile\u2019s population had lived under the poverty line; by 1990, when Pinochet left office, the poor had doubled to 40 percent. Average salaries during the Pinochet years were lower than in 1970 [before the coup]\u201d (Mu\u00f1oz 309). There is no evidence that Pinochet\u2019s privatizations led to a booming economy, and much evidence that it, in fact, hindered the country\u2019s development. After Pinochet\u2019s defeat, the economy of Chile began growing again, proving once again that his authoritarian fascist government did not encourage but held back the economy of Chile. After his exile, \u201c[t]he real Chilean economic miracle truly occurred during the sixteen years following the return of democracy, when the economy grew 5.6 percent, almost doubling the growth rates of the previous three decades\u201d (Mu\u00f1oz 310).<\/span><\/p>\n<figure id=\"attachment_6075\" aria-describedby=\"caption-attachment-6075\" style=\"width: 359px\" class=\"wp-caption aligncenter\"><span style=\"color:#000000;\"><a href=\"https:\/\/i0.wp.com\/redphoenixnews.com\/wp-content\/uploads\/2011\/05\/tumblr_lgoxtdffla1qznmxwo1_400.jpg\"><span style=\"color:#000000;\"><img data-recalc-dims=\"1\" decoding=\"async\" loading=\"lazy\" class=\"size-full wp-image-6075\" title=\"1973 Chilean Coup\" src=\"https:\/\/i0.wp.com\/redphoenixnews.com\/wp-content\/uploads\/2011\/05\/tumblr_lgoxtdffla1qznmxwo1_400.jpg?resize=359%2C480\" alt=\"\" width=\"359\" height=\"480\" \/><\/span><\/a><\/span><figcaption id=\"caption-attachment-6075\" class=\"wp-caption-text\">11 Sep 1973, Santiago, Chile --- 1973 Chilean Coup<\/figcaption><\/figure>\n<p><span style=\"color:#000000;\">The editorial in the Wall Street Journal is incorrect when it claims that Chileans benefitted from Augusto Pinochet\u2019s economic policies as well as when it claims that Chile was better prepared for the earthquake than Haiti because of its neo-liberal system. The Huffington Post reported, \u201cChile is wealthier and infinitely better prepared, with strict building codes, robust emergency response and a long history of handling seismic catastrophes. No living Haitian had experienced a quake at home when the [\u2026] disaster crumbled their poorly constructed buildings\u201d (Bajak). The earthquake that struck Haiti was also fundamentally different than the one that struck Chile. Even though the Chilean earthquake was many times more powerful, the Chilean quake was \u201ccentered offshore an estimated 21 miles (34 kilometers) underground in a relatively unpopulated area\u201d (Bajak). Meanwhile, the island of Haiti\u2019s disaster quake \u201cstruck closer to the surface \u2013 about 8 miles (13 kilometers) \u2013 and right on the edge of Port-au-Prince, factors that increased its destructiveness\u201d (Bajak).<br \/>\n<a href=\"https:\/\/i0.wp.com\/redphoenixnews.com\/wp-content\/uploads\/2011\/05\/chile1973-2008.gif\"><img data-recalc-dims=\"1\" decoding=\"async\" loading=\"lazy\" src=\"https:\/\/i0.wp.com\/redphoenixnews.com\/wp-content\/uploads\/2011\/05\/chile1973-2008.gif?resize=387%2C339\" alt=\"\" title=\"chile1973-2008\" width=\"387\" height=\"339\" class=\"aligncenter size-full wp-image-6073\" \/><\/a><br \/>\nThe neo-liberal policies of Augusto Pinochet\u2019s dictatorship had little to nothing to do with Chile\u2019s preparations for the earthquake, nor was a lack of free market policies the root cause of the massive destruction visited upon Haiti. The editorial \u201cA Tale of Two Quakes\u201d in the Wall Street Journal is not only misleading, it is entirely inaccurate and in effect whitewashes a fascist dictatorship.
